POSITION GENERAL INFORMATION

Position: Project Officer – Social Protection

Based in: Amman with travel on a regular basis to PU-AMI intervention areas.

Supervision
Under the direct supervision of: Project Manager – Social Protection
Direct management of: 6 outreach caseworkers
Indirect management of: N/A
Works in cooperation with:Outreach Case Workers, Monitoring, Evaluation, Accountability, and learning (MEAL) department, administrative and logistics teams

ABOUT PREMIERE URGENCE AIDE MEDICALE INTERNATIONALE ( PU – AMI )

Première Urgence –Aide Médicale Internationale (PU-AMI) is a non-governmental international aid organization operating in more than 20 countries and relying on more than 30 years of experience in responding to the fundamental needs of crisis affected populations. Present in the Middle East since 1996, PU-AMI conducts multi-sectoral humanitarian and resilience programming in Jordan, Syria, Lebanon, Iraq, Palestine and Yemen. PU-AMI provides relief assistance (health and nutrition, water and sanitation, rehabilitation, food security and non-food item distribution, protection) and supports early recovery. PU-AMI’s actions are guided by principles of humanity, impartiality, independence, accountability, adaptability, transparency, cooperation and partnership, involvement, dialogue, initiative, and trust.

In Jordan, PU-AMI has been responding since 2013 to the needs of most vulnerable populations affected by the Syria crisis in host communities. Through a community-based approach, the objectives of PU-AMI in Jordan are the following:

 Provide emergency/life-saving cash assistance to most vulnerable population to meet their basic needs

Improve access to services for most vulnerable populations in host communities

Support initiatives at community level to ensure social cohesion and economic empowerment opportunities for most vulnerable populations

OVERLALL MISSION
General objective
Under the direct supervision of the Project Manager for Social Protection, She/he is responsible for information management and processing for cash distribution activities, protection monitoring, and protection mainstreaming within Social Protection projects. She/he operates in line with PU-AMI code of conduct, internal policies and specific guidelines.
She/he will support the team of Outreach Case Workers and community volunteers as necessary to ensure the quality of the activities in the field. She/he will develop their knowledge on cash and protection activities and provide them with the right information to deliver in the field.
The mission set up should evolve with the increasing of activities to new sectors of implementation. Therefore, this position might evolve towards new activities.
Responsibilities and tasks
1.To ensure the good quality of project implementation and facilitate its monitoring and evaluation.
-Â Â Â Â Â Â She/he will participate in the elaboration of tools and guidelines for cash, protection monitoring, and protection mainstreaming activities. She/he will create supportive materials to be used by the team as necessary to ensure the high quality of their assignments.

-Â Â Â Â Â Â She/he will ensure continuous follow-up and monitoring of the protection activities (relevant to the needs expressed, adaptation when required) in accordance with the PMT per project if applicable and as defined with her/his manager.

-Â Â Â Â Â Â In collaboration with the MEAL department and with the support of the Project Manager – Social Protection, she/he will ensure cash activities have clear monitoring tools and framework that are implemented rigorously. Activity progress will be efficiently monitored through the regular collection and analysis of qualitative key indicators. She/he will ensure processes and results are properly documented.

-Â Â Â Â Â Â She/he will follow the project action plan and will review it with her/his manager periodically based on the project monitoring feedback from program and/or other departments within PU-AMI. She/he will rise to the PM any delay or challenges faced by the project implementation for adjustments to be made.

-Â Â Â Â Â Â She/he will study and implement correctly donor’s guidelines and procedures regarding reporting, procurement of goods or services and any other requirements that might appear.

-Â Â Â Â Â Â She/he will inform her/his manager of any relevant issue related to the project implementation or the respect of PU-AMI policies by the field teams, ensuring that proper policy, standards & codes of conduct are enforced.

2.Manage and Coordinate teams and activities implementation.
-Â Â Â Â Â Â Supervise the performance of the teams “outreach Caseworkers” and ensure high quality of data collection performed by the team

-Â Â Â Â Â Â Ensure the correct and efficient use by the Outreach Case Workers of the tool for internal and external referral and respect of guidelines and SOPs in coordination with referral officer.

-Â Â Â Â Â Â Facilitate the referral of vulnerable individuals to various organizations for appropriate service provision in coordination with the referral officer.Â

-Â Â Â Â Â Â Participate and facilitate in weekly team meetings to support and coordinate the team.

-Â Â Â Â Â Â Prepare regular monthly reports and assist in the preparation of donor reports.

-Â Â Â Â Â Â Supervise the implementation of the planned activities and supervises the planning process, including by conducting regular site visits, monitoring the quality of activities and organising meetings with her/his team, other PU-AMI departments and the CBO partners.

-Â Â Â Â Â Â Organize and develop staff development and training as require.

-Â Â Â Â Â Â Alerts supervisor in cases where delays in carrying out programmes have been identified (in terms of activities, operation area, schedule, etc) .

3.To participate in the reporting and production of relevant information about the project implementation.
-Â Â Â Â Â Â Based on the on-going monitoring of the activities, she/he will ensure lessons learnt and success stories from the project are documented and reported to her/his manager.

-Â Â Â Â Â Â She/he will help the MEAL department and her/his manager to collect accurate data by facilitating the review of data collection concerns and communicating them to field teams to improve collection quality on an ongoing basis.

-Â Â Â Â Â Â She/he will write monthly reports on the activities implemented as requested by the PM according to the project and management indicators, Activity Info requirements, and donor regulations.

-Â Â Â Â Â Â She/he will support the consolidation of monitoring reports as set in the log frame sources of verification.

-Â Â Â Â Â Â She/he will assist the Project Manager – Social Protection in providing sufficient and detailed information for program reporting to donors and PU-AMI Senior Management Team.

PROFILE
Required Background, knowledge & Skills:
-Â Â Â Â Â Â University degree in Economy, Business Administration, Political Science or related field.

-Â Â Â Â Â Â 1 year previous experience in project implementation in the Humanitarian Field in a similar role; OR 2 or more years previous experience in project implementation in the Humanitarian Field as a field worker or similar role with evidence of the ability to succeed in this role.

-Â Â Â Â Â Â Good command of English, oral and written

-Â Â Â Â Â Â Good command of Microsoft Office (Word, Excel)

Required interpersonal skills:
-Â Â Â Â Â Â Commitment to PU-AMI’s work policies and standards as well as to humanitarian values

-Â Â Â Â Â Â Good communication skills in her/his relation with local authorities, partners and INGOs in the field

-Â Â Â Â Â Â Strong organizational skills and attention to detail with the ability to manage priorities, meet multiple competing deadlines, and work without constant supervision

-Â Â Â Â Â Â Good analysis and synthesis abilities

-Â Â Â Â Â Â Honest and trustworthy

-Â Â Â Â Â Â Ability to work under pressure and handle stressful situations.

-Â Â Â Â Â Â Self-motivated, flexible and adaptable to the needs of the team and organization

Desirable:
-Â Â Â Â Â Â Knowledge of and previous successful experience with PU-AMI is an advantage
