UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. Place in the Organisation:
The incumbent of this post is responsible to the Human Resources Services Officer or to the Human Resources Officer-Entitlements (in Jordan Field).
Primary Duties and Responsibilities:
In accordance with established Agency policy and procedures, the incumbent:
Assists in the management of personnel entitlements in respect of staff members in the Field ensuring compliance with the Area Staff Regulations and Rules, Personnel Directives and other instructions on matters related to entitlements such as calculation of acting appointment allowance, overtime, dependency allowance, temporary assistance, casual laborers, etc.;
·Prepares and/or checks Personnel Action Forms according to the relevant Staff Rules and Personnel Directives and processes various forms related to the appointment or separation of Field staff;
·Prepares extension, promotion, annual salary increment and assignment grant letters;
Administers the operations of the GMI Programme;
Enters data and transactions related to various personnel in the HRM and payroll systems;
Maintains follow-up systems for various personnel related items;
Undertakes and prepares summaries in respect of various types of personnel cases;
Assists in briefing new staff members and retirees and in responding to queries from staff members on matters related to entitlements;
·Performs such other duties as may be assigned.
Minimum Qualifications:
·A university degree in human resources management, public or business administration or other related discipline.
Three years of experience in clerical/administrative and personnel work in an international, governmental or commercial organization;
Experience or training in the use of personal computers and in operating of standard software applications such as MS-Word, Excel, Access.
·Excellent command of written and spoken English and Arabic.
Competencies:
·Professionalism and knowledge of human resources and experience with administration of entitlements;
·Ability to establish priorities and work plans;
·Excellent interpersonal skills and demonstrated ability to establish productive partnerships with clients;
·Ability and enthusiasm to assist clients in identifying their needs and providing appropriate and timely support and solutions;
·Ability to use computers and work on various Microsoft Applications such as Excel, Access, Word and PowerPoint, Database and other applications.
Desirable Qualification:
Knowledge of UNRWA’s Staff Rules and Regulations;
Familiarity with the HRM system.
Equivalency:
When the minimum requirements are not fully met, the concerned Director may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualifications, additional professional training and progressive relevant work experience.
NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.
