Summary of Position:
The Operations Manager position is responsible for providing strategic leadership for grants, finance, HR, M&E and operational functions of the USAID Takamol – Jordan Gender Program in Amman, Jordan. The Operations Manager will ensure that all grants and operational activities under the project are implemented efficiently and in full compliance with IREX and USAID requirements. The Operations Manager will also provide oversight and strategic guidance to the M&E component of USAID Takamol. This position will work closely with the M&E team and will liaise with other USAID implementing partners to ensure effective data collection and performance monitoring of activities conducted under the USAID Takamol program components.
Description of Responsibilities:
- Provide strategic leadership to the project procurement, HR, operations, and finance staff.
- Assure that the program meets all IREX, USAID, and Government of Jordan requirements relative to USAID funds accountability and operations within Jordan;
- Monitor USAID Takamol budget and provide required reporting in close coordination with IREX/DC;
- Provide high level direction and guidance to the Finance and Administration team on all fiduciary aspects of USAID Takamol subawards, including subgrants and technical assistance procurements in close coordination with IREX/DC;
- Review and approve grant agreements prior to submitting to the COP and IREX/DC for final approval and signing of agreements;
- Ensure that all grants, operations, and procurements are in full compliance with IREX and U.S. government policies, rules, and regulations;
- Work with the grants team and IREX/DC to design all aspects of subgrant programs and ensure high quality and compliance;
- In coordination with IREX/DC and the USAID Takamol COP and DCOP, establish and ensure the implementation of IREX/Jordan operational policies and procedures;
- Provide direction, guidance, training and coaching to grants and operations staff to ensure procedures are aligned with best practices in addition to IREX and USAID rules and regulations;
- Provide leadership in financial reporting, audit reviews, and assessment processes;
- Manage effective communication and coordination with IREX Finance and Field Operations teams at IREX/DC headquarters;
- Provide review and input for program documents (workplans, monthly and quarterly reporting and other USAID reports and internal progress reports); and
- Other duties as assigned.
Qualifications:
- Minimum of Bachelor’s degree (Master’s degree highly preferred) in a management discipline or related field
- Eight or more years of increasingly responsible work in international development managing the grant, contractual, operational and financial aspects of donor-funded projects
- Experience providing financial management for USAID-funded programs is strongly preferred; prior experience in financial management for international organizations or donors is required
- Experience managing USAID-funded subawards (subgrants and subcontracts) and operations in the field
- Strong interpersonal skills, ability to interact effectively with partners, donors, and other relevant stakeholders and personnel associated with this program
- Experience with IREX policies and procedures is desirable
- Fluency in English is required, and fluency in Arabic is desired
