The Embassy of Canada in Jordan seeks a part-time consultant
The Embassy of Canada in Jordan seeks a part-time consultant to be the Coordinator of the Canada Fund for Local Initiatives (CFLI) program for 2017-18 in Jordan, with potential for also covering programming done remotely in Syria and Iraq. The CFLI program funds small but visible, high impact, results-oriented projects which are proposed and implemented by local NGOs, INGOs, local governments and other grassroots organizations. The CFLI enables Canada to respond to local needs by working at the community level.
Scope of Work
General Mandate
Under direction of the Embassy’s CFLI Manager, the Coordinator’s role is to help identify, assess, monitor, manage, evaluate and report on projects funded by the CFLI program in Jordan and potentially Syria and Iraq. The value of the fund for Jordan is expected to be in the range of $100,000 to $220,000 CDN, which could fund approximately 4-7 projects. Funding for Syria would add to this figure.
More specifically, the Coordinator is responsible for:
- Familiarizing themselves with CFLI rules and regulations, and applying them.
- Supporting the Embassy in CFLI promotion, including on social media.
- Identifying local projects and organizations which could benefit from CFLI.
- Assessing CFLI project proposals, preparing summaries of short-listed projects, and supporting final selection of projects by Embassy CFLI committee.
- If necessary, helping recipient organizations prepare project documents, including budgets.
- Preparing a Project Approval Document and Contribution Agreement for each approved project.
- Corresponding with recipient organizations and the Embassy on various aspects of the program.
- Monitoring project activities on a regular basis, keeping up to date on all relevant issues, and reporting to the CFLI Manager.
- Proposing and supporting monitoring visits by Embassy staff to projects.
- Reviewing recipient organizations’ narrative and financial reports, requesting amendments to reports as required.
- Drafting reports on CFLI, such as Monitoring Reports, End-of-Project Reports, and the Program Year-end Report, in standardized templates.
- Other tasks as required to implement the CFLI programme in Jordan, Syria and Iraq.
The Consultant
Essential Qualifications
Qualifications that are necessary for the work to be performed and that must be met in order for a person to be appointed.
Experience
- Experience in at least one (preferably more) of:
- Project or program management
- Grants administration
- Accounting and financial management
- Development cooperation
- Community development
- Experience working with a range of Jordanian stakeholders, preferably including civil society organizations, implementation partners and project beneficiaries.
Language
- Ability to communicate effectively, orally and in writing, in English and Arabic.
Education
- University degree.
Knowledge
- Knowledge of Jordan
- Knowledge of Jordan’s main developmental issues.
Competencies
- Ability to assess development projects, in particular small-scale projects, and their potential socio-economic impact.
- Work planning abilities.
- Initiative, judgement and discretion.
Assets
Qualifications that are not essential to perform the work, but that would benefit the organization or enhance the work to be performed currently or in the future.
Experience
- Experience working with a national or international development organization.
- Experience in managing development projects.
- Experience working in the field of international development.
- Experience working in the areas of human rights, women’s empowerment, good governance, and/or economic development.
- Experience working with NGOs and CSOs in Iraq.
Language
- Ability to communicate effectively, orally and in writing, in French.
Assignment Duration
This contract is expected to commence in May or June 2017 and conclude by 31 March 2017. Based on satisfactory performance, the contract can be renewed for two one year extensions, if mutually agreed.
