General Description of RI and RI M&E system
Relief International (RI) is currently operating in complex, protracted and hostile environments in the Middle East (ME), including Syria, where direct access is often restricted, or extremely limited. RI is currently operating under a wide range of remote management models which have become primary operational modalities and this is not expected to change in the near future.
Remote management is currently RI’s primary method of monitoring activities in cross-border projects. Data from these activities can include community feedback and complaint mechanisms, as well as broader communication and learning from key program partners and beneficiaries.
In addition to that RI Jordan currently implementing a huge education project for Syrian refugees in Jordan aim to providing education opportunities for Syrian Refugees in Za’atari and Azraq camps under UNICEF Makani centers approach.
RI provides educational services to Syrian children and youth living in two major refugee camps, with a total population of about 130,000 Syrians. Through integrated approach, ranging from remedial and drop out education that supports both in-school and out-of-school children, through psycho-social support and life-skills, more than 3,000 beneficiaries between 6 and 24 years receive services on a daily basis in 9 RI educational centers.
The role of the Consultant is to support this process with full oversight by and consultation with the Jordan program management team, along with advisement and support of the GSO Technical Assistance Department.
Objective
The role of the Consultant is to support RI’s cross border and education projects by assisting in the design and implementation of the MEAL guidelines and tools according the detailed specification below.
Scope of Work
As previously stated, the consultant will perform his/her scope of work with close consultation of all relevant RI staff.
Conduct a comprehensive mapping and needs assessment of Jordan’s cross-border and education projects, specifically targeted to needs and gaps within the individual M&E plans.
Present recommendations for improvements in M&E systems based on assessment.
Create and disseminate M&E protocols specific to cross-border and education activities and related indicators.
Activities under Scope of Work
Conduct a comprehensive mapping and needs assessment of Jordan’s cross-border and education projects, specifically targeted to needs and gaps within the individual M&E plans.
Review of project documentation and frameworks
Mapping of indicators to activities and identify possible gaps in reporting, both from output and outcome level
Standardize and disseminate M&E protocols specific to cross-border and education projects activities and related indicators.
Standardize data collection tools and templates for specific activities. Examples are:
Attendance sheets for trainings or large events
Activity logs for work performed by partners
Pre/post KAP surveys for advocacy or capacity-related interventions
Other tools as identified during initial needs assessment (under Activity 1.a)
Formalize the process and protocols for using those tools
Formalize the process for successfully and completely gathering, organizing, storing, cleaning, and transmitting data
Clearly articulate and document these processes
Analyze and present data related to initial needs assessments as well as activity indicator data, if data is available during consultant’s period of employment
Consultant must have experience analyzing both quantitative and qualitative data sets
Consultant must have any applicable software for use in analyzing and reporting of programmatic or indicator data (Windows Suite, SPSS, STATA, Tableau, etc.)
Develop and present final report for best-practices on M&E activities for Jordan cross-border and education projects.
Recommendations on engagement and ongoing capacity-building of cross-border and education partners
Recommendations on tools and resources available for ongoing improvement of remote and cross-border M&E management, education M&E management, and engagement
Progress achieved towards closing gaps identifying during needs assessment and identified next steps for RI staff program and M&E staff
Deliverables
Activity schedule (through consultation with RI staff)
Needs assessment final report
Data collection templates and related protocol documentation
List of revised frameworks and library of M&E documentation (final versions of frameworks and indicator tables)
Final report/presentation on lessons learned and next steps
Cross Cutting Considerations
- Current & different (potential) donor requirements should be taken in consideration for the final deliverables.
- Ensure that all processes, methodologies and tools integrate child safeguarding principles, are gender sensitive and capture gender transformative changes.
