1-JOB SUMMARY:
The role of the Human Resource Assistant is to assist in the Human Resource functions at the Southern Syria Unit [and eventually CARE Syria] ensuring that there is consistent application of HR policies and procedures throughout the Unit and that the human resources function supports achievement of Southern Syria strategic plan.
The role is critical in ensuring operational HR support to the HR team through supporting all manner of administrative tasks and requests related to general queries, processes, systems, policies and general HR administration, ensuring operations are carried out efficiently and activities follow CARE’s established policies and procedures and HR good practices. S/he will coordinate with CARE HR staff, as well as collaborate with all teams in the Southern Syria Unit. The position will also provide support to teams in other region that currently support the Syria effort including Turkey and Lebanon.
2-RESPONSIBILITIES AND TASKS:
1. Maintaining employee files and the HR filing system
Sub Tasks
•Gather personnel records from other departments and/or employees including preparing new employee files.
•Record data for each employee, including personal information contracts, JDs, performance management and others.
•Examine employee files to answer inquiries and provide information for personnel actions.
2.Assist in the Recruitment process
Sub Tasks
•Scheduling interviews for job applicants and conduct test for the candidates.
•Make sure applicants receive regret letters in the case they are not selected.
•Creating and maintaining a database for qualified candidate’s CVs and applications for future reference/usage.
•For newly hired employees, request/follow up on employment documents, arrange for a medical check-up, process social insurance requirement, issue employment contracts, ID cards, etc.
3.HR Administration
Sub tasks
•Helping employees with benefit issues.
•Being responsible for the onboarding process, from preparing the induction schedule to welcoming new employees, assisting them to know Amman office and having all the relevant papers signed.
•Ability to Answer questions regarding examinations, eligibility, salaries, benefits, and other pertinent information.
•Ensure staff are aware of their entitlements and of the policies and procedures that govern the administration of these entitlements
•Ensure staff are aware of and comply with CARE policies and Jordan legal requirements in all disciplinary or contract termination cases.
•Issue the personnel letters/forms such as secondment letters, release and dues clearance forms and visa request letters.
•Assist ACD PS in HR related Administrative tasks
3-QUALIFICATIONS – (must be specific, realistic and related to job responsibilities)
A-Education and training
•A graduate degree in Business Administration or a related field.
B-Experience
•1-2 years of related experience in the human resource field.
•Experience working in humanitarian organization is preferable.
C-Technical skills
•Ability to effectively articulate and promote CARE’s core values.
•Fair knowledge of current trends and practices of human resource administration; good understanding of employee classification, compensation and benefits, recruitment, selection, training, and labor laws.
•Fluency in English and Arabic, ability to communicate effectively verbally and in writing;
•Ability to establish and maintain effective working relationships with applicants, employees, and the general public.
•Ability to maintain confidential and sensitive information.
•Ability to listen and ascertain the needs of staff.
•Ability to find and communicate accurate information concerning process, policies and procedures to staff; ability to respond to staff tactfully and courteously.
•Excellent skills in communicating effectively and diplomatically with staff
•Demonstrated PC knowledge including MS Word, MS Excel.
•Must be able to prioritize and plan work activities as to use time efficiently.
•Must be dependable, able to follow instructions, respond to management direction, and must be able to improve performance through management feedback
