The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Established in 2012 NRC Jordan’s long-term outlook addresses the problems affecting life as a refugee. We work to build the resilience of Syrians, and to relieve the impact on the Jordanian communities that host them. Syrian refugees in Jordan are struggling. As they contend with difficult living conditions across the country, the obstacles are complex. They struggle to remain registered as refugees, to provide for their families, and to access essential services – including education for their children. The Jordanian communities that host them, meanwhile, feel the impact of hosting high numbers of refugees – with each year that passes, local infrastructure becomes more strained.
ICLA Partnership Technical Officer
Role Specific Information
NRC ICLA Partnership Technical Officer will support NRC ICLA Programme in ensuring the quality of the legal aid services delivered by the ICLA team and its partners. The position is key to ensure the quality of the services provided by NRC’s partners, as well as in supporting with the needed tools and guidance to promote and protect Syrian refugees’ rights.
Generic Responsibilities:
- Ensure compliance with NRC policies, guidelines and standards.
- Ensure compliance with Core Competency strategy, tools, handbooks, guidelines and standards.
- Responsible for implementation of technical activities of Core Competency project(s).
- Responsible for tracking financial expenditures related to technical activities of Core Competency project(s).
- Responsible for technical quality control and monitoring of project activities.
- Ensure project documentation of technical activities of Core Competency project(s).
- Provide technical support and capacity building towards project staff.
- Provide technical analysis and feedback to NRC representatives in coordination forums.
- Assess, promote and document ideas for technical improvement and further program development options.
- Ensure that projects targets beneficiaries most in need, and explore and assess new and better ways to assist.
- Promote the rights of internally displaced/returnees in line with the advocacy strategy.
- IF APPLICABLE: Monitor and document the implementation of project activities done by implementing partners and/or contractors (plan of action activities, contracts, financial expenditures and project documentation).
- IF APPLICABLE: Conduct quality control and provide technical support to implementing partners and/or contractors
Specific responsibilities
- Support in overseeing the implementation of the current NRC ICLA Partnership Agreements, making sure partners follow their programmatic and financial obligations and implement their activities in accordance with ICLA strategy and priorities.
- Review and analyse implementing partners’ quantitative and qualitative periodic reports in line with Partnership agreements and the agreed referral and feedback mechanisms, ensure that implementing partners’ reports are submitted in time and in line with Partnership agreements and support in providing any necessary follow-up on Monitoring and Evaluation issues.
- Work closely with ICLA specialist team and ICLA staff to ensure the systemisation of best practices and lessons learnt across NRC ICLA teams in different geographical locations.
- Assist in developing training materials and tools, in conducting internal and external trainings, and in the provision of ToT for ICLA staff in charge of delivering internal and external trainings, as well as supporting in the monitoring of internal and external training and capacity building activities and ensure relevant databases/tracking tools are up-to-date as well.
- In coordination with ICLA technical Legal Coordinator, update NRC ICLA case worker manual and related technical guidance documents, incorporating best practices and ensuring up to date knowledge management, and support in specific research related to partnership Agreements.
- Carry out analysis of NRC ICLA data that could feed internal and external research and advocacy reports.
- Carry out any other relevant duties as requested by supervisor
Our ideal candidate:
We are looking for a university graduate in social science or law degree, with a minimum of three years of relevant professional experience and with prior experience of working in complex and volatile contexts. Knowledge of the Jordanian legal framework and practice, knowledge and experience in international human rights law, experience in liaising and working with national legal aid actors in Jordan with the ability to provide high quality briefs, both written and verbal, to a range of stakeholders, and knowledge/experience in managing partners in Jordan is considered a strong advantage.
Fluency and excellent drafting skills in both Arabic and English are required.
We are particularly looking for a positive individual with strong communication and interpersonal skills, who has excellent report writing skills and who can build trust and confidently navigate both internally and externally at different levels.

Salary/benefits: 1347 JOD (subject to social security and Income tax)
Duty station: Amman (with travels in-country)
