Deputy WASH Program Manager – Community Mobilization and Awareness Raising

Action Against Hunger is an international non-governmental organization working in more than 40 countries in the fields of nutrition, food security and livelihoods, water sanitation and hygiene, and care practices. ACF is looking for its program in Jordan for Deputy WASH Program Manager – Community Mobilization and Awareness Raising
Work place: Jordan – Irbid
Monthly Basic Salary Range: 1497 JOD
A. Specific Objectives:To be responsible for the definition and follow-up of the Assessment, hygiene and water management base’s projects.
Ensure that the objectives of project supervision and animation of the teams are met in the absence of the WASH Program manager. B. Main ObjectivesObjective 1 : Organize and follow data collection and processing :– Planning data collection – water conservation team.
– Ensure harmonization and updating of data entry and analysis and activity indicators.
– Assess continuously the projects’ follow-up methods and propose improvements.
– Participate in the analysis and drafting of the activity and evaluation reports of the staff.
– Develop appropriate questionnaires. Objective 2 : Supervise the team when delegated by the WASH Program manager :– Participate in the recruiting process.
– Report training needs to the WASH Program manager.
– Assist in the implementation of training sessions on the base.
– Explain and ensure application of the hygiene and water management methodologies.
– Determining training needs for the staff.
– Provide direction, assigns tasks and gives instructions to staff, specifies their individual work plans and evaluates individual team members’ performance.
– Support the assigned staff in their professional development, identifies training needs, supports staff to achieve the objectives defined in their learning development plans and provide them with the necessary trainings and technical support.
– Develop with the assigned team, Monthly activity plans.
– Carry out appraisals and evaluation of the supervision team.
– Assist in the implementation of training sessions in the area of competence.
– Develop training topics.
– Organize the work of the team to optimize the capacity of each team member. Objective 3 : Implement programs activities and reporting, including Activity Progress
quality plan implementation and field updates and needs– Plan activities according to the expected progress of the project.
– Evaluate and update project needs (HR, financing, logistics) under the PM supervision.
– Identify and inform the WASH Program manager of any problems or constraints.
– Follow the project’s progress and write relevant reports to the WASH PM
– Propose solutions or improvements to ensure the smooth running of the project.
– Report over the achieved activities and provides analysis over the performed activities and signal bottlenecks.
– Identify, analyze and evaluate processes and gaps in the implementation of activities and make recommendations for improvement
– Produce and ensure follow up on implementation plans for the Community mobilization and awareness raising activities (Hygiene and water management) and report on progress to the WASH PM.
– Prepare reports and analyse, and summarize data and trends; and generate reports and presentations; performing calculations.
– Write weekly and monthly synthesis of the activity reports for the WASH PM.
– Participates in the drafting and analysis of monthly reports of related activity he / she is in charge of.
– Plan activities according to the expected progress of the project.
– Carry out project monitoring. Objective 4: Participate in Meetings and Coordination tasks– Upon request of the WASH PM, participate in meetings and events for WASH meetings.
– Represent ACF in coordination meetings when the WASH PM are not available or upon their request.
– Liaise with support services teams, Finance, HR, Admin and Logistics, MEAL department and any other work related departments or stakeholders.
– Ensure communication between the Water and sanitation, Hygiene program manager, CMAR teams.
– Participate in internal and external coordination meetings. Objective 5: Ensure management of Community Mobilization And Awareness Raising (CMAR) activities in line with proposal and directions from WASH PM– Ensure that proper supervision is done for the work CMAR teams and the CMAR sessions, and provide directions and instructions on regular basis, including oversees the day-to-day CMAR activities in different project locations.
– Conduct regular inspections for CMAR sessions and analytical tests and analyzing data.
– Supervise the progress of the CMAR activities and ensure they are implemented as per the specifications, within budget, plans, time schedules and quality standards.
– Collaboration with WASH PM to plan the activities according to the development of the project.
– Carry out regular field visits to monitor and follow up on the implementation of the ongoing activities, identify and anticipate problems or constraints and propose solutions and possible improvements.
– Keep updating and archiving the follow up and progress data in an organized way to be used a reference and to be analyzed in addition to monitor the activities’ indicators.
– Ensure materials quality and do technical inspection upon material delivery or constructed work, and present material technical inspection report for the WASH PM.
– Ensure compliance with ACF policies, SOPs and guidelines.
– Develop and ensure applying safety procedures and standards. Objective 6: Ensure adherence to Action against Hunger gender requirements– Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
– Lead on the promotion of gender, age and diversity principles through daily activities and or through the management of their teams and through the planning and implementation of operations and strategies (Managing performance & development)

C. CANDIDATE PROFILE a. Technical Recruitment Criteria:– Team management, activity planning, strong interpersonal and communication skills, good organizational skills, good report writing skills, professional English speaker, flexibility – dynamism – pro-activeness, problem solving skills, and creative and innovative thinking, IT skills b. HR Recruitment Criteria: – Education: Bachelor degree in the related field / water & hygiene management, teacher – Professional experience: Minimum 3 years’ experience including senior position managing assessments & data collection analysis with a background in hygiene and water management field – Minimum 2 years’ experience of working in INGO How to apply:
